Creating Your Own Conflict
A game's creator gets to set the map and some of the "rules" by which the game is played. Its a bit more complex than just jumping into someone else's game; but I'll try to explain how to do it in this section.
To create a new game, click the "NEW CONFLICT" button in the main lobby. When prompted, enter a name for your game. Hitting [ENTER] will bring up the game setup page.
The game setup page allows you to choose a map to play in (in the lower left area), set a password (for private games), and set several gameplay options - which I've described below:
Max Players -
This is the maximum number of agents that you will allow in your game. Note that different maps have different limits.
Max Teams -
This is the maximum number of teams that you will allow in your game. Note that different maps have different limits.
Security Level -
Affects the number and strength of government defenses.
Magistrate -
Determines whether Magistrate inspections take place. The Magistrate is a harmless government agent; but if he is fired upon, massive amounts of tough guard troops will show up to defend him - so he adds a unique twist and cause for caution in the game.
Fatigue -
Sets whether agents will be affected by their fatigue levels.
Min Player Level -
Is the minimum level an agent can be to join in your game.
Max Player Level -
Is the maximum level an agent can be to join your game.

When you're done setting the options, press the "POST CONFLICT" button in the upper-middle of the screen. You will be taken to a screen where you can choose which server you want to run your game on. After you choose a server and hit the "SELECT" button, you will be taken to the game lobby; like any normal player.
There are a few differences between your game lobby screen, and the screens of the other agents. First, you can select an agent and use the "KICK" button to boot them out of your game. This will also bring up a prompt asking if you want to "BAN" them from re-entering your game. Secondly, you can use the "CLOSE GAME" button to prevent anyone else from joining your game, if they haven't already jumped in. Lastly, you don't have a "READY" button. Instead, you have a "START GAME" button - which you can ONLY press after all the other players have pressed their ready buttons. Pressing the "START GAME" button will launch the game for everyone.
